Cebral Inc. is a Canadian technology company incorporated in 1995. Cebral is owned by its President Joe G. Church, MA Sc, P Eng. Cebral has been the founder of numerous telecommunications and information technology companies in Canada and internationally. Some of them are:

  • LanSer Wireless Inc.: owned jointly with AT&T Wireless, applicant for nationwide cellular radio licenses in Canada

  • LanSer Telecom Inc.: developer and operator of Cellpac wireless Point of Sale systems in Asia

  • CanVote Inc.: developer and operator of the first internet and telephone voting services in Canada

  • Wispra Networks Inc: Canadian cellular licensee in Ontario and Alberta

  • XO Communications Canada Inc.: owned jointly with XO Communications (USA), the owner and operator of broadband radio and fiber optic networks in Canada

Joe Church
MASc, PEng., President, has served in Cebral as founder, chairman and/or president of various technology companies. He served previously as Vice President of Bell Canada International and Vice President of Rogers Wireless Inc. and other technology companies.

Laurent Vincelette,

M Electronic Commerce, B Computer Science, Vice President Information Technology, has served in senior roles in Cebral and other IT companies including Shopify.  He is a former professor at College Edouard Montpetit in Montreal.

Patrick Fernet,
BSc, ing,
Vice President Engineering, has served in senior roles in various Cebral companies and has worked extensively in telecommunications networks and systems internationally including in Nigeria, Cameroon, Sudan and Algeria. He has lectured in Engineering at University of Montreal and École de Technologie Supérieure (ÉTS) in Montreal.

Damilola Atoki,

Director Development, has extensive experience in business development between Canada and sub-Saharan Africa.
